The Central Library is a building with a floor space of 5,000 pyung. The collection currently contains over 820,000 volumes, 15,000+ videos and DVDs, 13,000 on-line collection, 25,000 online domestic and foreign journal subscriptions.
Archives are user-friendly and open to public so that any student may have access and read books. Free reading room is equipped with heating and air-conditioning facilities for students to be involved in learning and research all year round.
Article 1. (Objective)
This article is to set rules in managing data of Research Information Center (Central Library) in Chongju National University.
Article 2. (Classification of Materials)
Materials are classified as the following article:
1. Purchased Materials
2. Donated, Deposited, and Exchange Materials
Article 3. (Selection Policy)
Research Information Center selects and purchases the following materials. If there is a need for certain materials, the Board approval shall be obtained.
1. Academic research materials and materials necessary for administration requested by professors and employees
2. Materials requested by students
3. Materials selected by the Research Information Center
Article 4. (Internal Publications)
Publications and periodicals from colleges (schools), research institutes and laboratories in Chongju National University shall submit appropriate number of their materials for free to Research Information Center.
Article 5. (Donated Materials)
Donors may imprint donor name and date of donation on donated materials. If donated materials are requested to be categorized as private books, prior approval from Director is required.
Article 6. (Exchanged Materials)
The Center runs interloan business to exchange materials with other university-run libraries and institutes. Exchanged materials are categorized as donated materials.
Article 7. (Procedure of Access and Loan)
¨ç Users shall follow the procedure in using facility and materials of the Research Information Center.
¨è Archives are open to public. If necessary, this may change upon Director approval.
Article 8. (Holiday)
The center is closed on the following days.
1. Sundays
2. Public holidays
3. Anniversary of Chongju National University
4. Director may declare opening and closing days apart from set policies if necessary.
Article 9. (Opening Hours)
¨ç The center is open as the following.
1. Weekdays from March until October 09£º00¡­20£º00
2. Weekdays from November until February 09£º00¡­19£º00
¨è Director may change opening hours if necessary. Reading rooms only are open further hours.
Article 10. (Restricted loan)
Rare books, references, manuscripts, serial periodicals and uncategorized books, small books, frequently used books are not subject to loan. Other books except for rare books may be loaned for a short period upon Director's approval.
Article 11. (Library Card)
¨ç Library card and loaned materials shall not be leased to a third party.
¨è Lost card holder shall take full responsibility for all damages and loss occurred due to loss of library card.
Article 12. (Reading Room of Limited Loan Books)
Limited loan books in Article 10 shall be accessible in a reading room designated by the Center.
Article 13. (Eligibility)
The following subjects are eligible for access and loan of materials of the Center.
1. Staff of Chongju National University
2. Undergraduates and graduates of Chongju National University
3. Other patrons approved by Director
Article 14. (Circulation Policy)
¨ç Quantity and length of loans are as the following.
1. Undergraduates may borrow up to 5 books for 10 days
2. Graduates and Ph.D. students may borrow up to 7 books for 3 weeks
3. Professors may borrow up to 20 books for 3 months
4. Staff and teaching assistants may borrow up to 7 books for 3 weeks
5. Director may assign the rules for other patrons if appropriate.
6. Loan period may be extended twice for unreserved books.
¨ç Loaned books shall be returned immediately for the following case.
1. Students on leave of absence, expulsion, or dismissal
2. Staff dismissed or retired
3. Staff on travel for more than one (1) month
4. Request by Director for business
Article 15. (Loan of special collection)
Facilities such as laboratories shall be equipped for stocking special collection of the Center. Director shall inspect the facility and loan the collection.
Article16. (Scope of special collection)
The scope of special collection is defined as the following.
1. Books purchased by budget of laboratory
2. Books donated to particular facilities
3. The following books loaned by the Center
A. Foreign periodicals purchased by the Center upon request by colleges (schools)
B. Professional periodicals owned by the Center not related to other disciplines
Article 17. (Preservation Responsibility of Special Collection)
Director of Laboratory and Head of Colleges (Departments) shall appoint a manager for preserving the collection and take full responsibility accordingly.
Article18. (Management of Special Collection)
The loan period is set for one (1) year. The collection is subject to return or other demand.
Article 19. (Night Duty Regulation)
The Center may prolong opening hours and night duty staff on shall abide the following rules.
1. Night Duty staff shall take full responsibility of situations occurred during working hours.
2. If the staff needs to work in different shift due to inevitable reason(s), he/she shall obtain prior approval from the Director.
3. If unforeseen accident or emergency takes place, the staff shall immediately report to a senior in line of command for further action.
Article 20. (Annex Management)
The annex building shall be managed by dispatched staff of the Center in principle. For inevitable reasons, the Director may delegate management under the responsibility of Head of Department.
Article 21. (Recognition of Same Materials)
In case of replacement of damaged or lost materials, they may be recognized as the same materials despite difference in bibliography or form for the following.
1. Reproduced books with different pages and format due to change of publisher
2. New book with different publishing date
3. Change of book title for commercial purpose and other
4. New edition with amendment, additions, or emendations
Article 22. (Restriction)
For overdue materials, the Director may take following restriction measures.
1. In case staff fails to return overdue material(s) within one (1) month from the due date, the material(s) shall be considered lost and reported to Department Head of concerning staff to deduct the corresponding cost of the material from staff's salary for reimbursement according to reimbursement policy
2. Issuing of certificates shall be postponed for overdue materials by student on leave or expulsion or alum.
3. If retired staff has overdue materials, the material(s) shall be considered lost and reported to Department Head of concerning staff to deduct the corresponding cost of the material from retirement allowance for reimbursement according to reimbursement policy.
Article 23 (Loan Suspension)
Patrons with overdue materials will have borrowing privileges suspended as the following.
1. Loan shall be suspended by number of days equivalent to sum of number of days overdue and books.
2. If overdue date has passed over 20 days, additional loan shall be suspended as stated in Article 23-1, and all issuing of certificates shall be postponed until return.
Article 24 (Reimbursement)
Any materials damaged or lost shall be reimbursed as the following.
1. In principle, any materials damaged or lost shall be reimbursed by identical ones.
2. If one cannot meet condition of Article 24-1, books, serial periodicals, newspapers shall be reimbursed by 3 folds of its market price, and reimbursement price for rare materials shall be determined by Director.
Article 25 (Calculation of Reimbursement)
For reimbursement by 3 folds of its market price, the calculation for damaged or lost materials is based on the following.
1. The market price is set for the year in which the identical book was published.
2. In case the published year is not identified, the market price is set according to its changing price ratio of the book based on its current price.
3. If changing price is not identified, it shall be set based on the number of pages of the book of same author or title, or similar theme book.
4. If the calculation based on the above produces the lower than the original price, the original price shall be set as market price.
Article 26 (Penalty)
For anyone who fails to follow the policy or instruction of related staff and brings disorder of the Center, the Director shall impose suspension of using the Center for a certain period of time or report to the President for appropriate action.
Article 27. (Discard of Materials)
¨ç The following materials shall be discarded upon Director's approval.
1. Materials damaged beyond repair
2. Materials impossible to retrieve due to accident of loaner
3. Materials reimbursed for loss or damage
¨è Old edition with new edition or materials of little value due to historical or other reasons are subject to deliberation of the Board and Director's approval for discard
¨é Deteriorated materials shall go through deliberation of the Board and President's approval for discard. Supplementary Provision.

This policy shall be come into effect as of June 15, 1999.

Article 28. (Foundation)
The Center shall found the Information Collection Management Board (hereinafter "Board") in order to better facilitate basic policy and management of the Center.
Article 29 (Function)
The Board decides on the following.
1. Matters related to enactment and revision of Research Information Data Management Policy
2. Matters related to General Policy of Research Information Data Management
3. Matters related to budget and settlement of collection purchase for the Research Information Center
4. Other affairs related to the Research Information Center
Article 30. (Composition)
The Board shall to be composed of at least 10 members including Director General. Members shall recommended by Director General and appointed by President, and Director takes the position of "Director General."
Article 31. (Term)
Term of member is one (1) year and may be reelected.
Article 32. (Meeting)
¨ç If the General Director or majority of the Board recognize the need, the meeting shall be called for.
¨è Decision is made upon the attendance of majority and vote of majority in attendance. The General Director shall make a final decision if there is a tie
